Yes you can. Because it is not modded with any type of mods such as rapid fire.

You are allowed to use the Xbox One Elite controller. This controller does not provide an unfair competitive advantage, as it is available to purchase in stores as a first party accessory. Banning this controller would be similar to banning astros or turtle beaches as they too grant an advantage, but they are readily available for retail purchase by anyone willing to shell out the cash. I understand that modded controllers are readily available for purchase, but not from first party stores/site. The difference is that modded controllers manipulate the game/gameplay. The elite controller does not manipulate the game/gameplay.
