Is it up to the leaders on deciding who can make a clan or a division (whatever you guys would like to call it). I was wondering this because I wan't to bring some of my friends into XGC and have a clan with just us in it. There is probably about 5 or 6 guys I would bring in.

New clans are requested by section leaders and approved by division leaders. This is usually done when a section leader has a general that is splitting a clan and a captain they are promoting to run the new clan.

You need to speak to your general and section leader about how to accomplish your goal. Try posting this type of thing in their forums and sending it to them via a private message.
