I have seen people with multiple sigs and was curious on how many we can have and how soon we can get another sig after we get the last?

You can get extra sigs by buying a paid membership, the most you can have is 4 sigs and I believe that's with the Platinum membership.
As Rebellion said, you need to buy a membership to have the four slots for signatures, but I believe any membership should work (I know the Platinum and ADDICT members can). As for getting other signatures, you must request a sig from the Design Team in XDC, though you can only request one every sixty days.
