I'd have to say lucario dude is dope as Hell, is he a legendary pokemon I'm not sure..... so after research he isn't he's a semi suedo legendary so as far as legendary pokemon go I'd have to say Rayquaza I used him allot in emerald he was my fav besides the normal pokemon i used.
