if someone wants to join a usergroup how do i accept their request?

With your general's priviledges, you should have also been given "leadership" priviledges of your usergroup. When you get a request, you get a PM informing you of the outstanding join request. It has a link that says "click here" which directs you to a screen that gives you the option to accept, decline, or ignore.
