The demand has to be high enough, If you can find enough people for an active ladder, Its hard with sports games because they die out quick, The really only Big sport releases are Madden, UFC, and NHL. NHL being the most popular sports game of 2010.

I can guarantee their will be a a Madden Ladder, but as for Fifa they demand needs to be high enough.
