Community leaders are over the whole community just like Council. They do not preside over any individual clans. You have XGC Tflem XC, XGC TOMMYGUN XC, and SYN King XC. People also think the same about division leaders. We are over the division as a whole and not over set clans. For example the XGC XDS are over XGC as a whole and KoG is over KoG as a whole.
