how do i alter XGC VICIOUS CLAN BANNER when i dont who made it. as in keep it old school and new school

You cannot alter another designer's work. And the designer that did the current banner is probably not active or not in the community by now as it has been many years. You probably need to request a new banner and request it to be similar with some changes to the current one.
